This question addresses all three of the tenants of my campaign: safe & strong neighborhoods; quality public services; and active engaged citizenship.
Safe & Strong Neighborhoods - As the Ward 2 Council member, I will work hard to show others that downtown, and especially Lowertown, is its own neighborhood. It's not just a commercial corridor
with some residents. It has needs and challenges of any other neighborhood in Saint Paul. I will ensure streets are safe and walkable; community policing is improved; and small businesses have an opportunity to thrive and support all of downtown's residents regardless of income.

Quality Public Services - Downtown must be recognized for the same needs in public services as any other neighborhood, including proper and thorough street plowing and repairs; clean parks accessible to all; and community education programming. I'm concerned about water levels with the new developments going up, and I support better access to wifi and internet services.
Active Engaged Citizeny - "Why should I vote" is one of my favorite questions, because voting is one of our greatest, most impactful, and easiest rights as a citizen. City Council is not a flashy election; it's not on the news, and there aren't televised debates. But it is a key position for moving forward safety, community, and quality services. Voting for Ward 2 City Council is the fastest and easiest way to affect change and ensure your voice is heard in Saint Paul.

Five Reason you should vote for Bill Hosko on November
3:
1. I have the longest history in Saint Paul –
and I know downtown and the riverfront area particularly well and every aspect
of most developments since the fall of 1980. Though I was born here I
spent the latter half of my youth in western Illinois until which
time I returned in the summer of 1980 after graduation.
2. I
have been a business owner downtown since February 1994 (Hosko Gallery &
Custom Framing – skyway level of Securian Center www.billhosko.com ).
At the time I was perhaps the 200th retail business downtown. Today I am
8th in longevity. Most retail has
left, but I survived
and am in the midst of a long-term lease. Additionally, I
recently opened a second business I designed and constructed myself – Music Forest CafĂ©
(7th at Jackson Street. It has a long-term lease as well www.musicforestcafe.com ).
It is a simple coffee/tea house for Musicians to play, artists to display art
and those appreciating both to sit and relax (Final details will be completed
and art will go up and a marketing campaign will begin after the election).

3. My
history and being a business-owner who is committed to staying downtown,
coupled with my background in art, architecture, design, landscaping and
planning, and my long verifiable record of volunteerism, serving on boards
(currently am on the Saint Paul Art Collective BOD - we produce the Art Crawl)
and seeking citizen input and working directly with City Hall for many years on
a host of planning and development issues makes me uniquely qualified among the
candidates to serve downtown and all Ward 2 residents best.
4. My
platform is full of achievable specifics. We can realistically accomplish
many things. Here are just some:
- NO
to extending parking meter hours downtown to 10PM (A fall 2016
Referendum can reverse this action set to begin January 2016) (Bill is the ONLY
major candidate to consistently and clearly say NO).
- NO
to installing parking meters on Grand and West 7th. (A fall 2016
referendum can reverse the West 7th St action set to
begin in early 2016) (If the Grand meters are indeed approved next month by the
city council a fall 2016 referendum can reverse this action) (Bill is also the
ONLY major candidate to consistently and clearly say NO to meters on West 7th and
Grand).
- NO
to removing the just rebuilt 4th Street for a
pedestrian and bike path that will make it even more difficult for Pioneer and
Endicott Residents to navigate to and from their buildings (Bill is a
year-round bicyclist and transit user who does not own a car. However he
understands most people do need to drive).
- YES
to greatly improving 4th Street with landscaping,
planters, attractive signage and an Artwalk second to none!
- YES
to bringing the fantastic Twin City Model Railroad Museum to
Union Depot where it originated in the 1930’s.
- YES
to bringing Independent and Arts film to the under-renovation Palace Theater
(on 7th Place Mall) which the city recently purchased (A First
Avenue venue is good, however it will sit underused much of the time, there
will be plenty of room and time to regularly show quality movies in the upper
level which will have 900 seats. The first floor will have standing room
only for the concerts)
What's in it for you? A representative who will indeed make your time living in downtown the best it can possibly be. I ask for your support, and sincerely hope to go to City Hall in January - to be a public servant is the highest sense.
